Victor Valley College was established by authority of the voters in 1960 with the first classes offered in 1961. The College’s main campus is located 90 miles north of Los Angeles in the High Desert of Southern California and covers a geographic service area of approximately 2,200 square miles. Communities served by the District include Adelanto, Apple Valley, Helendale, Hesperia, Spring Valley Lake, Lucerne, Oro Grande, Phelan, Piñon Hills, Victorville, and Wrightwood. The region was formerly described as semi-rural but over the last 20 years has been transformed into an industrial/commercial and retail center with a burgeoning population.

“VVC is the Place to Be" when industry identifies a skill gap.  VVC is the primary source of workforce training in Victor Valley.  For hundreds of thousands of students over the last 63 years, it has been the place to begin a college education or train for a career.  VVC has more closely matched its founders’ vision of an institution that enriches the burgeoning community and helps students build a brighter future.
The formation of Victor Valley College was approved by voters in 1960.  The first classes were held in 1961 on the Victor Valley High School campus in Victorville.  VVC is now in its 63rd year of service to the community.
VVC serves a fast-growing high desert population base of nearly 450,000 and supports through the VVC Bridge program 36 feeder high schools. 
Victor Valley College is the fastest growing community college in California. Enrollment has increased over 50% in the past three years. This overall growth is a result of the concerted efforts of both our dedicated staff and faculty. College growth has resulted in VVC now being classified as a middle size college bringing in an extra $2.2 million to the college annually.

  • Candidates should possess demonstrated experience in planning, directing, and evaluating the administrative services of a complex organization such as a California community college.
  • This position oversees all aspects of financial and business services, facilities, information technology, public safety, and auxiliary services.
  •  The Vice President serves as the chief financial officer and provides unifying and participatory leadership in all areas related to business and fiscal affairs in this dynamic, complex, and diverse single college district.

Required Minimum Qualifications

  • Master's Degree from an accredited institution in Business Administration, Public Administration, Economics, Finance or Accounting and four years of experience managing an accounting operation.
    OR
  • Bachelor's degree from an accredited institution and a Certified Public Accounting certificate with four (4) years Public Accounting experience with supervisory experience.
    OR
  • Bachelor's Degree with an emphasis in Accounting or Finance and seven (7) years managing an accounting or finance operation.

Equivalency Process: If an applicant believes to possess equivalent qualifications to the stated minimum qualifications for this position, applicants are required to provide a separate equivalency statement along with the required application materials. Applicants must provide the following evidence that support being equivalent to the stated minimum qualifications for this position:

  • Detailed work history with employment references
  • Transcript(s) from an accredited institution
  • Certificates and/or other related documents
    AND
  • Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, ethnic, and disability backgrounds of community college.

Experience

Five years of increasingly responsible and varied experience in administering and supervising a full range District-wide business services management programs, such as accounting, budgeting, payroll, facilities planning/management, purchasing, risk management, warehousing, inventory control, and at least three years in an administrative business services capacity in a public sector setting.

Experience as a Chief Business or Fiscal Officer in a community college district.
Earned doctorate degree in business, finance, public administration or related field.
Experience in managing a budget of $50 million or more.
Experience in managing capital construction budgets.

Knowledge and Abilities

Knowledge of:

  • Fund Accounting principles.
  • Budget-related administrative assignments.
  • Principles and practices of community college administration.
  • State and federal laws, codes and regulations as well as district policies related to business administration of a public education agency, including the California Education Code and the California Government Code.
  • Negotiation techniques and public sector collective bargaining processes. Principles of contract administration.
  • Progressive discipline procedures and documentation.
  • Managing major capital construction projects
  • Concepts of Risk Management in a public sector working environment

Ability to:

  • Lead and manage a broad range of activities in a public sector organization including Finance, Budgets, Accounting, personnel supervision, Maintenance and Operations, Food Services, and Risk Management.
  • Exercise critical thinking skill sets that include the ability to articulate issues, analyze data, develop options and provide recommendations.
  • Effectively communicate orally and in writing.
  • Perform short and long-range budget, financial and operational planning.
    Work collaboratively and productively with faculty, students, administrators, support staff, and the community.
  • Facilitate change in a productive and positive manner.
  • Foster teamwork and to establish consensus.
  • Interpret, apply and explain complex District policies, legal requirements and negotiated agreements. Make effective public presentations.
  • Relate effectively in an environment of participatory governance to people of varied academic, cultural and socio-economic background using tact, diplomacy and courtesy.
  • Communicate clearly and concisely, both orally and in writing. Collect, compile and analyze data.  Prepare oral and written reports and recommendations.
  • Operate computer and applications software, including database management, spreadsheet, word processing and software related to business services.
